Ros, can I prevail upon you to post a link to where on Google it would be easiest for us to report such arbitragers?
Also, regarding the example arbitrager site in post #3 above, would we be able to automatically notify Google by clicking on the ads A LOT?! I heard somewhere (hmmm, I think a Joel Comm email from way back when) that if a visitor over-clicks AdSense ads, it can send up a red flag to Google and they’ll have a closer look at the website.

I would never suggest clicking on any ad a LOT… although it may indeed be tempting. 🙂
So, here's what Dave from Google told me…
We have found that arbitrage sites lead to poor user experiences. As a result we do not allow these types of sites to advertise with AdWords.
If you encounter any ads for arbitrage sites, please email us at adwords-support@google.com with the following information:
-A screen shot of the ad(s) in question, preferably as an attachment
-Each ad's link location. You can find this by right clicking on the headline of the ad and selecting ‘copy link location.'
Once we receive this information we can launch the proper investigation. If a site is found to be in violation of our arbitrage policy the appropriate action will be taken.
